Fagatele Bay NMS is administered by a sanctuary manager, a NOAA employee. The site also has an education coordinator that conducts outreach and public awareness programs. Sanctuary staff, except for the manager, are employees of the American Samoa Government (ASG) and are based in Pago Pago. The Sanctuary operates through a cooperative agreement between NOAA and the ASG's Department of Commerce. The Sanctuary Office is leased from the Department of Marine Wildlife Resources (DMWR). Enforcement is a cooperative effort between the Sanctuary, the National Marine Fisheries Service, and the American Samoa Department of Marine and Wildlife Resources Conservation Division. Nancy J. Daschbach Ms. Daschbach was born far from the ocean in Pittsburgh, PA. She received her university training at West Virginia University (B.S. 1971, M.S. in Biology, 1978). Her professional work experience includes managing a university laboratory, teaching high school, working as a lab technician and microbiologist for the Environmental Protection Agency, and as an editor for a newspaper. Ms. Daschbach is a charter member of Le Vaomatua, a local environmental organization and held positions on the board (Chair 1991 and 1992) and as an officer (vice-president, 1990) for several years. She currently serves on the board of directors of South Pacific Academy, an independent elementary and secondary school. She and her husband moved to American Samoa in 1981 and she assumed the position of Sanctuary coordinator in 1988. Ms. Daschbach is married to Thomas Arthur, a grant manager for the American Samoa Power Authority. They have three girls.
